Title IX Training

Title IX Training will be offered in room 809 on August 27th from 10-11:30 and again on September 17th from 9-10:30. Both sessions will be the same. Anyone who is going to potentially be part of the Title IX Process when there is a potential sexual harassment situation involving students (for example, administrators, social workers, and school counselors) is encouraged to attend. This is the same training that has been offered in previous years, but if you have attended before but have not yet dealt with a former Title IX Complaint, you may find that a refresher is helpful.

End of Year Memo

The 23-24 school year is quickly coming to a close and summer break is just around the corner. Thank you again for all your hard work and many contributions to make this year a success. Just a few reminders as you begin to close out the school year:


  1. May 23rd is the last day of school.
  2. May 24th is a Non-Teaching Duty Day:
  3. May 24th will be a normal checkout day for staff.
  4. If teachers have grades completed and recorded before Thursday, May 23rd then the reporting requirements for May 24th will only be for building checkout procedures (“end of year checkout process”) with no specified time requirement. (Talk to your building administrator for your specific checkout procedures and times)
  5. Permanent benefitted Paras, Asst Paras, Library Clerks and Library Paras will clock 3.5 hours or (half their scheduled hours if less than 7 hours a day) and may leave after working 3.5 hours and will only be paid for the half day. The other half of the day was paid already to cover a half day of pay on December 18, 2023 per the MOU with the SEIU.
  6. Substitutes and temporary staff do not report since school is not in session on May 24th.
  7. School based Nutrition Services work through Thursday, May 23rd.
  8. All other benefitted staff will work the full day on May 24th.


Summer Hours:

For those who work year-round (260-day calendar), we will begin our 4 day – 10 hour per day work weeks beginning June 3rd through July 18th. Office hours will be 7 a.m. to 5:30 p.m. with a 30-minute lunch.

During that time frame, administrators working a 260-day calendar are allowed to take vacation in 1-hour increments. The district will resume a regular 5-day work week with standard office hours beginning July 22nd (therefore, Friday the 25th of July is a regular workday).


Compensation/Benefits Reminder:

In summary, the 24-25 school year is the second year of our two-year negotiated agreements with our labor unions. As a result, the wage package increases will take affect over the summer and upon return for the 24-25 school term. The compensation team will be reaching out to provide you more information as we get closer to those increases taking effect to advise you of your overall compensation plan which also includes no additional cost to your employee health benefits for another school year.

District Council

Please approve your employees’ time for the weeks of 2/26 – 3/3 and 3/4 – 3/10 by the end of the day on Friday, March 8th. Hours worked over the weekend will be approved by payroll. We will be unable to process late corrections, so any corrections received after Friday will be added to the employee’s April 5th check.


Classified absences for 3/4 – 3/8 will be loaded from Absence Management at the end of the day on Thursday, March 7th. All employee absences must be entered by the end of the day Thursday, March 7th. Employees who are scheduled to work on March 8th and choose to take the day off need to enter their absence ahead of time, and employees who call in on the 8th need to be reported directly to payroll.


Certified absences for the month of February will be loaded from Absence Management the morning of February 29th. Any absences that need to be reported after this date need to be sent directly to payroll.

Internal HIRING FAIR

As we focus our hiring efforts on internal staff impacted by building closure and budget reduction, we request that all administrators that have vacancies (certified and/or classified) attend an interview fair hosted on Friday, March 8th at AMAC. Please note, we will not be hosting an interview fair this semester for external hiring.


If you do not have a vacancy on March 8th, you will not be required to attend. We will host another fair in April for those that have vacancies that arise between March and early April to include staff impacted by potential phase three cuts.


This is a great chance to show staff what amazing opportunities lie ahead at Wichita Public Schools! We look forward to seeing you there.

District Council previously scheduled for February 21st is canceled, so our next District Council will be on April 24th.

Drone Use, Insurance Requirements, & BOE Policy 7090

Drone use on or over USD 259 property is authorized under BOE policy 7090 for district approved education, business, and JROTC practices. Any other use is not allowed. Drone operators must have their operations filed-with and approved by their assigned designee before conducting flights. The Superintendent’s Designees will be responsible for assuring the drone operations under their control are compliant with district insurance, BOE policy, and all federal, state, and local laws or regulations.


All instructors or main controllers, outside of JROTC, must be licensed under FAA regulations in Title 14, Part 107, prior to operations. Students should be certified under the FAA TRUST course.


JROTC instructors and students must be certified in the FAA TRUST course and must have it available if asked by law enforcement. This is required under FAA Title 49, Part 44809, prior to operations.

All drones that are active, disabled, or acquired must be registered with their Designee. Designees are responsible for organizing and sharing these changes with the EBIM department for insurance related requirements.


Reporting injuries or property damages will follow normal procedure using the standardized forms. However, drone incidences involving serious injury, loss of consciousness, or damages (aside from drone) that result in $500 or more in expenses, must be reported directly to the FAA in addition to USD 259 internal reporting procedure.

4. Incident Involving a Member of Public.

PARA Clock in

Attachment: Reference Questionnaire


Effective immediately, Wichita Public Schools will no longer be requiring the completion of references as part of the application process. This means that we will discontinue the use of Harver for confidential reference checking surveys and applicants will no longer need to create an account through Harver to provide references for the application process. Instead, applicants will be required to provide the names and contact information of their professional references in a new section of the Taleo application, titled “References.” You will begin to see this change for anyone who has applied after today. Applicants who have applied prior to this change are being notified.


With this new change, application visibility will no longer be reliant on completion of confidential reference surveys. Instead, applications will be released to Hiring Managers upon completion of the application and if their answers to the requisition’s Pre-Screening Questions indicate they meet minimum qualifications. While reference check surveys will no longer be required for the completion and automation of the application process, Human Resources does still highly recommend that Hiring Managers check references prior to sending their offer recommendations to their designated Talent Acquisition Specialist.


A list of Human Resources approved questions are attached to this e-mail for Hiring Manager use. If you choose to check references, you do not have to ask all questions listed on the questionnaire. You may select which questions to utilize; however, it is important to note that the same questions must be used consistently for all applicants you choose to reference check on a job. In addition, reference questionnaires need to be kept confidential.


For applicants that have applied prior to the change, Human Resources will manually move their application to “Hiring Manager Review” for you, if they meet minimum qualifications.


As with any change, there will be a transition period, and we ask for your patience as we work through this modification together. We are hopeful this change will result in ease of use for applicants and quicker application processing times for Hiring Managers.

PARA Clock in

If you have Para’s that work the OPEN DOOR Duty when students pass through the security screeners, please know that these classified staff are set up with a job for TEMP AIDE – SUPPLEMENTAL in the time clock and they should be clocking into this job duty separately from their regular Classified Para role. They should NOT be clocking their para job when performing these duties. Please be mindful that these jobs have different pay rates and funding strings that are used. We appreciate you double checking to make sure all is good and enforcing this in your buildings.

Title IX Delegates

Because Title IX Delegates may not have Manager’s One Note access, there is now a new Team called Title IX Delegates that contains all of the documents that the person or persons at your building in this role will need. Additionally, they can use the chat function within that Team for any questions, if they wish. The Team is public, so please make sure that any Delegates at your building join. Also, just a friendly reminder that if you or anyone at your building needs to be trained on the Title IX process, there will be a training at AMAC room 809 on October 10th from 9-11 am.

REMiNDER: Labor Law Posters

The labor law posters have been shipped to all buildings and should arrive soon if you have not yet received one already. Per federal and state requirements, please post the posters in a central location visible to staff no later than August 31st. I’d recommend the teacher’s lounge or your break room. Please confirm that the new poster has been put up by taking a photograph of it and sending it to Julie Young, jyoung5@usd259.net. Additionally, unannounced visits to see if posters are posted will occur throughout the school year. If for any reason the poster gets lost or damaged and you need another one, you can order one through the print shop.

The Marzano elements for the 2023-2024 evaluation year have been updated to reflect this years MOU. The correct elements will be on your dashboard starting tomorrow.

Title IX training

Title IX Training will be offered at AMAC, Room 809, on October 10th from 9-11. This training is open to administrators as well as anyone in your building who may be tasked with explaining the Title IX process or assisting with Title IX investigations. Negotiated Agreement/Teacher Contract

Just a reminder to all administration as you begin to plan your events throughout the year and those plans include evening requirements. Per the Negotiated Agreement/Teacher Contract, ARTICLE IV (A)(11) states the following:

  • Teachers shall attend up to three (3) evening events designated as mandatory and published with at least two (2) weeks’ notice by the base school principal. Such events shall be beneficial to the school community
  • teachers shall not be required to attend longer than two (2) hours per event.

This does not include evenings where the teachers stay late for Parent-Teacher conferences as that time carries over to their conference release days. These three evening items would include for example “Meet-the-teacher evening, Back to school BBQ, Fun night, A vocal music program, etc.”

anti-bullying videos

We have a brand new anti-bullying videos for Middle Schoolers and High Schoolers featuring some of our very own students for you to use in reviewing our anti-bullying policy! Additionally, please find attached our tri-fold brochure (in English, Spanish, and Vietnamese) on bullying, harassment, and sexual harassment. Each school will be responsible for printing off their own brochures. After you have discussed these issues with your students, please complete the form located HERE. to confirm that your students understand the District policies (P1116 and P1119) on Sexual Harassment of Students and Harassment of Students and understand the consequence of violating those policies. Please do this no later than September 22, 2023.

  • Marzano/iObservation – Observations – Pre/Post Cconference – Questionnaire (choose questions from drop down).
  • Participant then receives and email with the questions to fill out. This can be done prior to the meetings.

Mid-Point/Final sign offs:

  • Marzano/iObservation – Evaluations – Evaluate- View (this is where you can show that teacher their accumulated score) – sign and finish (this must be done for both mid-point and final for new teachers, only Final for category B-D teachers)
  • A1 & A2 teachers – 1st semester formal and Mid-Point due November 13, 2023
  • B-D2 teachers – 1 Formal for the year due by February 15, 2024.
  • Non-renewals are due March 8, 2024 (Sean Hudspeth will send an email with instructions)
  • ALL (A-D2) Finals are due by April 9, 2024. (Can do the final with the formal if all elements are applying or above and no additional walkthroughs are required)

Driver Verification for School Trips

Last year we saw an update the 7350e form for staff to transport students in private vehicles. This year we have gone digital! Please have staff click the following link to access the Form 7350e – Driver Verification for School Trip. Please note, in order to complete the form you will need to have the following information accessible:

  • Driver’s License
  • Vehicle Make and Model
  • Vehicle Identification Number (VIN)
  • Insurance Card

  • The last day for building-based classified lateral transfers & demotions is August 3, 2023.
